Konstantin Dobrynin

Konstantin is responsible for the strategic management of our firm. He deals with the strategies and ideologies of long-term operational development at the firm and manages the largest and most complex projects of Pen & Paper. He specialises in criminal and criminal-procedural law, constitutional law and the protection of property. He represented the Arkhangelsk Region for four years as a member of the Federation Council of the Russian Federal Assembly (senator) and Deputy Chair of the Federation Council Committee for Constitutional Legislation and State Construction, and was the plenipotentiary representative of the Federation Council at the Russian Justice Ministry.Through his active work in the upper chamber of the Russian Parliament he has become an acknowledged legislative expert among the legal community and has been responsible for over 70 legislative initiatives, most of which have since become federal laws.
